A translation of this game would require a file called "FalloutNV_lang.esp". An ESP is short for Elder Scrolls Plugin, meaning it is a file only usable by these game engines. You cannot put a virus in them, since they are not executables. Therefore, as long as you extract only the FalloutNV_lang.esp file, you are good.
Plus I don't think any publisher would ever think that a game where China is depicted as one of the biggest causes of the almost complete eradication of humanity, has strong fictional anti-Chinese propaganda, and where China is a dead nuclear desert devoid from all life would sit well with the Chinese buyers and authorities.

Hello I am learning the German language and I thought I could change Fallout New Vegas to german to help me, however I own the Russian Version of New Vegas (Fallout New Vegas RU) because my polish friend bought the game for me, and so I can only change the language to Polish, Czech, or Russian, can anyone help me with this? mods or files of the german translation, thank you.

In the library click Fallout:New Vegas RU with right mouse button and choose prefferences,now you can access language options and change it to english,polish,czech or eventually back to russian.Enjoy the game.

Not so long ago I had bought the game and first thing I got is I can't switch to other languages than German. What to do? Every guide said I need to go to "Properties">"Languages" but this tab is missing. What should I do?
Change your Steam language selection to Russian and then you might get a Russian language download - might not.
