Oberland is not connected to supply lines, though I don't think that matters. I've converted supply lined vassals in the past. You can't place your own turrets otherwise they'll attack the ones already in place. And if those get destroyed you'll have black smoke pouring out of the walls forever, they never de-spawn. Rk1b. That reminds me of another weird thing I noticed, which was a lot of the Covenant residents showing hostile (red in VATS) as soon as I arrived in Covenant, before the quest even starts. They don't attack but they show red. I love covenant. I can enter Covenant but only after passing the test at the gate, after that I can go in and out. But in recent reincarnations, I leave Covenant alone until I have a decent sniper rifle and take out the gate man. Then I walk away and go 'elsewhere' to get rid of the Covenant baddies.
