Fallout 3 felt quite a bit smaller, particularly because it's less hilly/mountainous I think. New Vegas felt quite a bit bigger to me as well - I think it's a more interesting map anyways, plus it has all those mountains. Either way there's a lot to be said for building the illusion of size through careful map design.
